As many of you know, the past 25 years of my career have been spent representing commercial fishermen as the executive director and counsel for one of the nation’s larger fishing organizations, and much of that time has been dedicated to fish and fish habitat conservation. But my own roots were shoreside, where my father owned or was partners in fish processing plants in northern California and Oregon. The future will be less predictable than the past, due to a wide variety of economic and physical global changes, so our best strategy lies in flexibility. Current fisheries management models, however, are tending to be more and more rigid, not more flexible. Global competition is also here to stay and needs to be factored into all our market decisions. To survive, our industry needs to press for consistent, world-wide protections of marine resources, for more flexible abundancebased management systems, for rational international markets, to make alliances with public interest and environmental protection groups and to organize not only locally but worldwide. But it was not until the advent of reliable gasoline engines and increased regulations on the estuary gillnet fisheries of San Francisco Bay and the Columbia River that trolling became a commercial venture off the West Coast. About 1910, gillnetters on San Francisco Bay and slightly later on the Columbia River began putting lures behind their gillnet vessels and fishing in the open ocean during gillnet closures. The fishery primarily did, and still does, target Chinook salmon (King, Yee, Spring) and to a lesser extent Coho (Silvers) and on some years, Pink salmon. When a salmon troller refers to a fish as a “salmon” he was always referring to, and still does, Chinook. Year: 2001 It is impossible to place a date on the beginning of fishery research. It no doubt existed in a primitive way among the earliest civilizations. For practical reasons, the scope of this paper is limited to the four countries bordering the North Pacific--Japan, Canada, Russia and the United States--and to research directed towards a better understanding and management of the fishery resources of commercial value. It is interesting that development of fishery research in three of the four countries was prompted by a serious decline in their salmon runs and by the adoption of hatcheries as a means to restore or maintain the depleted runs. The only difference was in Russia where fishery research began with a decline in sturgeon in the Volga and the Caspian Sea. In the Russian Far East, however, it again was a decline in salmon in the Amur and Sakhalin rivers and all were linked primarily to loss or damage to their freshwater environment. Overfishing and destructive fishing practices were recognized almost from the beginning but it was not until 1917 that the work of Thompson on Pacific halibut led to the development of modern theory of population dynamics for the management of the fisheries.
