Many people depend on fisheries and will be benefited from fisheries. Many governments took fisheries promotion policies after the 1970s when the UN 3rd Law of the Sea Conference developed. However, these resulted in over-capitalization, over-fishing, illegal fishing and resource depletion. Together with land-based environmental destruction and anti-whaling movement, capture fisheries situation is not optimistic. Aquaculture have been paid much attention along with poor prospects on capture fisheries. However, aquaculture is not problem free. Most of fisheries problems in the world are repetition of Japanese experience in fisheries now facing a big ban. This paper focuses on lessons learned from Japanese experiences to develop sustainable fisheries in Asia and the world. Van chai have played an important role in fisheries administration, principally by managing the numbers of fishers, tax collection, smoothing local social relations, and harmonizing fishing operations according to local customary behavior. In addition, they are the main focus of information exchange and transmission of knowledge within a local fishing community. Van chai emerged from agricultural villages and gradually engaged in community self-management. As a result, their administrative and social management patterns are heavily influenced by the characteristics of traditional Vietnamese culture. This strong emphasis on local communities in Vietnamese culture has naturally led to the diversity of cultural characteristics among the van chai of different localities. Here we describe the management and behavioral patterns of some van chai where historical and cultural values remain strong, and which are located close to feudal era capital centers. These are van chai in Co Do, Van Chai Dich Vy (in the North), and some van chai in Tam Giang Lagoon. We highlight the past and present roles of the van chai in the hierarchy of fisheries administration of Vietnam. These provide a foundation to rapidly restore and reconstruct a viable system fisheries co-management based on Vietnamese cultural roots, and not some abstract imported ideas. In the United States the federal government, through the USDA, continues to underwrite funds (collected by private insurance agents) which are used to protect contributors from the effects of extreme weather and pest and disease losses. In Europe mutual funds such as the Kartoffelafgiftsfonden in Denmark and Potatopol in the Netherlands have been developed to mediate risks from some potato diseases in different ways. This paper uses established methods of economic risk management from agriculture and applies these to marine fisheries to demonstrate how financial risks could be mediated by the creation of insurance funds. Through the use of probabilistic estimates of future catches and prices, and the risk of depletion across various scenarios, we investigate how government and industry participation in creating and managing funds may encourage increased protection of fisheries, and compliance and enforcement for fishery regulations. The paper also explores how fund exposure may be reduced by the application of reinsurance from commercial insurers for the upper tail of high cost, low probability events, such as total fishery collapse.
