The following topics are considered in the form of science questions, and comprise the major components of this report: The effects of urban and rural-residential development on Oregon’s watersheds and native wild salmonids. Actions that can be used to avoid or mitigate undesirable changes to aquatic ecosystems near developing urban and rural-residential areas. The benefits and pitfalls of salmonid habitat rehabilitation within established urban or rural-residential areas. Suggested research and monitoring focus areas that will facilitate the recovery of salmonid populations affected by development. The fundamental concepts presented in this report should be applicable to most native salmonid populations across the state. IMST encourages managers and policy-makers with interest in a specific species or geographic region to carefully research local ecological conditions, as well as specific life history characteristics of salmonids in the region. Conserving watershed condition and salmonids in the face of increasing development requires consideration of two distinct sets of processes. First are the human social and economic processes that drive patterns in land use change. Second are the ecological processes, altered by land use, that underlie salmonid habitat changes. This report focuses on the latter and summarizes the effects of rural-residential and urban development on native, wild salmonid populations and the watersheds upon which they depend.   Citation × Citation Citation Abstract Copy Title: Watershed Response to Climate Change and Fire-Burns in the Upper Umatilla River Basin Using the Precipitation Runoff Modeling System Author: Yazzie, Kimberly Crystal Year: 2016 This study provides an analysis of watershed response to climate change and forest fire impacts, to better understand the hydrologic budget and inform water management decisions for present and future needs. The study site is 2,365 km2, located in the upper Umatilla River Basin (URB) in northeastern Oregon. The Precipitation Runoff Modeling System, a distributed-parameter, physical-process watershed model, was used in this study. Model calibration yielded a Nash Sutcliffe Model Efficiency of 0.73 for both calibration (1995-2010) and validation (2010-2014) of daily streamflow. Ten Global Climate Models using Coupled Model Intercomparison Project Phase 5 experiments with Representative Concentration Pathways 4.5 and 8.5 (RCP), were used to observe hydrologic regime shifts in the 2020s, 2050s, and 2080s. Mean center timing of flow occurs earlier in the year in both pre- and post-fire conditions, where there are increased winter flows and decreased summer flows throughout the 21st century. Change in temperature and percent change in precipitation is more variable in the summer than winter increasing over time, with a slight decrease in winter precipitation in the 2080s in RCP 8.5. Temperature increases 1.6°C in RCP 4.5 and 3.3°C in RCP 8.5 by the end of the 21st century. The ratio of Snow Water Equivalent to Precipitation decreases 96% in the 2080s in RCP 8.5 before forest cover reduction, and decreases 90-99% after forest cover reduction. Potential basin recharge and the base-flow index are both sustained throughout the 21st century with slight declines before forest cover reduction, with an increase in basin recharge and increase in base-flows in the 2080s after fire-burns. However, the simulated sustained base-flows and area-weighted basin recharge in this study, do not take into account the complex geologic structure of the Columbia River Basalt Group (CRBG). A more robust characterization and simulation of URB aquifer recharge would involve coupling the PRMS model with a groundwater model in a future study. Although groundwater recharge in the CRBG in the URB is not well understood, the long-term decline of groundwater storage presents a serious environmental challenge for the Confederated Tribes of the Umatilla Indian Reservation and communities in the URB. Urban streams often suffer from multiple stressor effects that have collectively been termed an “urban stream syndrome,” in which no single factor dominates degraded conditions. Resource managers have multiple ways of combating the urban stream syndrome. These approaches range from whole-watershed protection to reach-scale habitat rehabilitation, but the prescription must be matched to the scale of the factors that are causing the problem, and results will likely not be immediate because of lengthy recovery times. Although pristine or reference conditions are far from attainable, urban stream rehabilitation is a worthy goal because appropriate actions can provide ecosystem improvements as well as increased ecosystem service benefits for human society.   Citation × Citation Citation Abstract Copy Title: A Performance Assessment of Two Multi-component Water Quality Facilities in the Columbia Slough and Fairview Creek Watersheds Author: Robinson, Christopher Year: 2012 We examined the treatment trains at the Columbia Slough (CSWQF) and Fairview Creek Water Quality Facilities (FCWQF) in Gresham, OR and assessed their effectiveness at removing pollutants including nutrients, TSS, metals, pesticides, PAHs, and VOCs. Time-paced, fixed volume composite samples were collected during storm events at the inlets and outlet of the CSWQF and at the inlets and outlet of each treatment train component of the FCWQF. In addition, long-term data collected at the FCWQF was analyzed. Composite data collected during November 2-3, 2011 and March 5-6, 2012 showed that the treatment trains can measurably reduce the event mean concentration (EMC) of most pollutants present in stormwater. Removal efficiencies ranged from a low of 11 to 34 percent for nutrients to a high of 58 to 70 percent for TSS. Long-term data from the FCWQF confirms the findings of the individual sampling events and demonstrates that the FCWQF treatment train significantly reduces the EMCs of NH3-N, TKN, BOD5, most of the heavy metals tested for, bacteria, TSS, and turbidity. When compared to data available from the International Stormwater BMP Database, effluent concentrations at the FCWQF were comparable to or lower than those in the BMP Database for nutrients including TKN, OP, and TP; metals including DCu, TCu, TNi, DPb, and TPb; and TSS. Effluent concentrations at the FCWQF were higher than those in the BMP Database for DZn, TZn, turbidity, and bacteria. When comparing the two facilities, the FCWQF generally reduced pollutant concentrations to a greater degree than did the CSWQF. Pollutant removal efficiency was potentially limited by rainfall intensity and seasonal factors, with removal efficiencies being higher for the spring event than the fall event. It is recommended that long-term monitoring be continued at both facilities until the pollutant removal efficiency of the entire CSWQF and the FCWQF treatment train components can be statistically quantified. Changes in sample collection methods and flow measurement are recommended that could improve the accuracy of pollutant concentration estimates considerably. Finally, it is recommended that further research be conducted to determine if significant relationships can be established between particle size and the following pollutants: heavy metals, total phosphorus, and PAHs. Defining these relationships may make it possible to estimate pollutant concentrations using the stormwater particle size distribution analysis.
