It examines neo-classical economics, world-systems theory, dual labor market theory, and feminist approaches to migration and contends that neo-classical economic theory in isolation provides an inadequate understanding of migration. Other theories provide a fuller account of how national and global economic, political, and social institutions cause and shape migration flows by actively affecting people's opportunity sets in source countries and by admitting people according to social categories such as class and gender. These empirical theories reveal the causal impact of institutions regulating migration and clarify moral obligations frequently overlooked by normative theorists. Migration is discussed in the contexts of nation-building or in an international framework of autonomous, sovereign states. I show that this paradigm of “methodological nationalism” ignores transnational networks, associations, and organizations and global social and economic structures. This in turn, blinds political theorists to questions of agency and structure and to causal relations that entail moral responsibilities. My aim is to show how debates on migration and distributive justice have been marred by methodological nationalist assumptions and how a more adequate account can be constructed by incorporating insights from transnational and global studies. Depth interviews were conducted with nine women who migrated to Portland, Oregon from Ethiopia or Eritrea. Women were encouraged to share a narrative history of their migration and employment experience. These interviews were analyzed to answer three primary questions: Who are immigrant women supporting through their participation in the paid labor market? How do women utilize gain access to employment opportunities and what strategies do women use once employed to meet competing demands on them at work and in the household? And finally, to what extent do women maintain control over their income and influence household decisions? This study found that women, particularly women who migrate prior to marriage, support natal households more than women who migrate after marriage. Women use social networks to find information about jobs, and once employed use an array of strategies to meet domestic demands. These strategies include joining households with other women to share household labor, finding employment opportunities that allow them to care for children while working, and having their mothers come to care for small children. Women who have recently married and have lived in the United States a short amount of time are most likely to express desire to maintain control over their income, while women who have lived in the United States for a longer time are more likely to pool their income with their husbands. Many women felt that they had an equal influence in household decisions as their husbands, but little evidence was provided that this was the case. Instead this study concludes that working outside of the home increases the perceived contribution that women make to the household leads to their empowerment and improves their negotiating position. The methods are Census Bureau’s Component Method II, the Ratio Correlation Method and the Bogue-Duncan Composite Method. Hypotheses based upon empirical generalizations from previous comparative studies are tested. Statistical tools used are Average Percent Deviation (without regard to sign) and Standard Deviation of Percent Errors. Directional bias and frequency of extreme error are also examined. Evaluations are conducted of the accuracy of the estimates for groups of counties stratified in terms of density and growth rate dimensions. With few exceptions, Ratio Correlation produces consistently better results. The ecological fallacy is illustrated in the application of national migration assumptions, to groups of constituent counties. Averaging the results of different methods does not produce appreciably greater accuracy. Other techniques may be useful in Oregon as benchmarks upon which to evaluate the reasonableness of Ratio Correlation estimates. Efforts in Oregon should be directed toward developing additional and/or more refined data series to be used in Ratio Correlation.
