A comprehensive planning workshop was held during the Fall and Winter quarters of the 1992-1993 academic year. Workshop topics included an issues analysis during fall quarter and alternatives analysis during winter quarter. The alternatives analysis is still in progress and only this draft of the issues analysis is available at this time. The purpose of this document is to assist in defining critical issues for the Lents neighborhood. In November of 1992, local citizens participated in a neighborhood workshop which identified specific issues relevant to economic development, housing, transportation, the environment, and social services. Other issues that affect the Lents neighborhood were also considered. The intent of the issues analysis is to define particular problems that can then be addressed during the alternatives analysis. The preferred alternative or combination of alternatives can then be implemented to meet policy goals and objectives identified in the Outer South East Portland Community Plan and the City of Portland's Comprehensive Plan. This project follows two previous years of PSU workshops that investigated the urban design potential of Portland-Milwaukie Light Rail stations within the Hosford-Abernethy and Brooklyn neighborhoods in southeast Portland. While previous efforts were broad in scope, our project specifically addresses two oversized blocks immediately adjacent to the Clinton Street Station, refered to as the Powell Triangle. The blocks are bordered by 12th Ave. on the west side, 17th Ave. on the east side, Powell Blvd. on the south side, and Gideon St. on the north side and is bisected by 13th St. The Clinton Street Station is located on Gideon St. and will be bordered on the west side by 12th Ave., on the north side by the Union Pacific Railroad Tracks, on the south side by Gideon St., and on the east side by 13th St., providing some challenging access issues. Currently the land is zoned light industrial and is held by relatively few owners. Occupying uses are a lumberyard, a maintenance garage owned by the City of Portland and light warehousing and production. The tallest feature on the site is an abandoned fire tower that was once used for training purposes. This project was conducted under the supervision of Donald J. Stastny and Edward Starkie. This task involved acknowledging and balancing the current needs of the various stakeholders. The purpose of this report is to act as a tool for the Hosford-Abernethy Neighborhood Association (HAND) to more adequately understand the opportunities and constraints that the future station area holds. In order to begin imagining the future of the area, a thorough understanding and analysis is presented. Following this, design principles that shape the vision for the future are described. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. The project team offers a beginning to that process, with extensive community outreach and data analysis designed to evaluate the pedestrian realm and multi-modal means of access. This Study presents the findings and recommendations of that outreach and analysis.
