The major product of this project will be a set of zoning, infrastructure, design and business development recommendations for the Main Street. This project was conducted under the supervision of Sy Adler and Ethan Seltzer. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock.   Citation × Citation Citation Abstract Copy Title: A Capping Case Study: Integrating Freight Rail into a Community Setting Author: Schnabel, Jeff, Brasseur, Tristan Year: 2011 This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts. Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard. Capping projects (the development of air rights above an existing use) have been successfully employed over other forms of transportation. Duluth Minnesota, Barcelona Spain, and Seattle Washington have each employed capping strategies to mitigate the impact of freeways on the urban fabric. This study will explore the potential of caps to address the specific conditions of a privately held freight rail facility. Key stakeholders will be identified including Union Pacific Railroad, TriMet, Portland Development Commission, Brooklyn Neighborhood Association, Creston-Kenilworth Neighborhood Association and Reed Neighborhood Association. The stakeholders will be interviewed to identify the needs and impacts of freight rail on this particular site. Consultants with expertise on the mitigation of the identified impacts will be interviewed and their input documented. Precedents for potential solutions will be identified and documented. Sites in the Brooklyn Rail Yard will be selected as areas for additional study based upon their potential to illustrate the impact of the proposed solutions. Once the sites are selected a master plan will be generated that reflects input from the stakeholders, consultants, and precedent investigations. The master plan will be presented to stakeholders and consultants for their response to the proposed solutions. Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. In addition, broadband must be adaptable to future uses. Without investments in new network elements, Portland homes and businesses may not have access to the infrastructure necessary for tomorrow's broadband applications in a timely manner. Portland should proceed towards better broadband deployment in three phases: evaluation, planning and deployment. This report recommends that Portland should establish a Broadband Taskforce composed of planners, economic development specialists, and telecommunications industry personnel to identify specific needs and evaluate best practices to meet these needs. Over the last few years, fee waivers from the City of Portland have increased ADU development from 30 units per year to over 200 units. These discreet forms of density can offer a variety of environmental, social, and economic benefits to ADU owners and their communities. In an effort to better understand the real impact or benefit of this housing form, the Oregon Department of Environmental Quality and partners conducted a survey of ADU owners in Portland, Eugene, and Ashland, Oregon. This was the largest survey of ADUs owners ever conducted in the United States and the results have significant utility in policy for Oregon cities and beyond.
