Based on that knowledge, identify sites along Division that hold potential for future development or continued investment. Identify community and collective ownership structures that the community might use to purchase and manage real estate. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. Strategic development could act as a "spline" that connects Portland State University to the Halprin Sequence and adjacent communities. This project was conducted under the supervision of Donald J. Previous studies have focused primarily on transportation related planning concerns surrounding Southeast Powell Boulevard and main street community development issues associated with Southeast Milwaukie Avenue. This study builds on previous planning efforts to provide the GBBA with: a profile of existing businesses; documentation of business concerns and planning needs; a document that can be used for future involvement and lobbying efforts; and recommendations to increase business participation and cohesion. Information for this study was gathered through a combination of primary and secondary sources, including survey results, site visits, interviews, and the Oregon Employment Department (OED) database. Using the OED database, this study identifies and analyzes the top five industry groups within the district. The industry groups most frequently found in the district are construction-related, I creative services, automotive-related, food related and health and social services. A sample survey of businesses yielded valuable information regarding issues affecting business operations and planning concerns in the district. A copy of the survey and its results are included in this document as Appendix A. In the wake of the Great Depression and as the logging trade declined, the area began to fall into disrepair and development shifted away from the Willamette River. By the 1950s, many of its 2,000+ inhabitants were low-income or elderly and living in small, poorly maintained apartments, shuffling from one to the next as they were forced out of their prior home. The neighborhood was also extremely diverse, housing numerous immigrant families, particularly Italian, Jewish, Chinese, and African American families. In 1955, the newly formed Portland Development Commission targeted a block of land in what was then considered part of South Portland as a test of the new Urban Renewal philosophy making the rounds in planning circles, at the behest of the Mayor’s Advisory Committee. It was decided that a 110 acre portion of the district would be razed in two phases. Interestingly, the district had originally been intended as the home for a new expo center or coliseum, with the remaining redevelopment occurring around it. This center would be just the sort of attraction to lure people to the city center, it was believed; these plans were scrapped, however, after conflicts between interested parties on each side of the Willamette resulted in the centerpiece of the project (later to be Veterans’ Memorial Coliseum) being relocated to the eastern side of the river. Inspired by the design principles of Le Corbusier and the budgets of major firms such as Skidmore, Owings, and Merrill (SOM), renewal pressed onward, with the forthcoming towers and plazas to be punctuated by greenspaces, among them a set of fountains crafted by Lawrence Halprin. Little, if anything, remains of the district as it had existed prior to the removal of the area’s residences, businesses, and the communities who resided there.
