Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. Strategic development could act as a "spline" that connects Portland State University to the Halprin Sequence and adjacent communities. This project was conducted under the supervision of Donald J. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. In addition, broadband must be adaptable to future uses. Without investments in new network elements, Portland homes and businesses may not have access to the infrastructure necessary for tomorrow's broadband applications in a timely manner. Portland should proceed towards better broadband deployment in three phases: evaluation, planning and deployment. This report recommends that Portland should establish a Broadband Taskforce composed of planners, economic development specialists, and telecommunications industry personnel to identify specific needs and evaluate best practices to meet these needs. The City will need to take inventory of all broadband networks in operation in the City and assess their ability to meet Portland's current and long-term needs. In many cases, these concerns cause properties to become abandoned or put to uses well below their full potential. Brownfields carry with them many obstacles that suppress economic growth. We will research physical, environmental and demographic aspects of the parcel and surrounding area, as well as designs which have been implemented on sites' with similar constraints and develop three conceptual alternatives for site usage. A comprehensive planning workshop was held during the Fall and Winter quarters of the 1992-1993 academic year. Workshop topics included an issues analysis during fall quarter and alternatives analysis during winter quarter. The alternatives analysis is still in progress and only this draft of the issues analysis is available at this time. The purpose of this document is to assist in defining critical issues for the Lents neighborhood. In November of 1992, local citizens participated in a neighborhood workshop which identified specific issues relevant to economic development, housing, transportation, the environment, and social services. Other issues that affect the Lents neighborhood were also considered. The intent of the issues analysis is to define particular problems that can then be addressed during the alternatives analysis. The preferred alternative or combination of alternatives can then be implemented to meet policy goals and objectives identified in the Outer South East Portland Community Plan and the City of Portland's Comprehensive Plan.
