Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City. This study supports the Infill Design Project by studying the design of new, multi-family infi ll development in a section of Outer Southeast Portland, Oregon. Through public outreach, this study identifies community design preferences and analyzes whether these preferences are being met in the private realm, the public realm and contextually. The studyfurther identifies reasons for the current state of multi-family infill development and provides recommendations to improve design quality of multi-family infill. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. This project was conducted under the supervision of Ellen Bassett and Sumner Sharpe.   Citation × Citation Citation Abstract Copy Title: A Capping Case Study: Integrating Freight Rail into a Community Setting Author: Schnabel, Jeff, Brasseur, Tristan Year: 2011 This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts. Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard. Capping projects (the development of air rights above an existing use) have been successfully employed over other forms of transportation. Duluth Minnesota, Barcelona Spain, and Seattle Washington have each employed capping strategies to mitigate the impact of freeways on the urban fabric. This study will explore the potential of caps to address the specific conditions of a privately held freight rail facility. Key stakeholders will be identified including Union Pacific Railroad, TriMet, Portland Development Commission, Brooklyn Neighborhood Association, Creston-Kenilworth Neighborhood Association and Reed Neighborhood Association. The stakeholders will be interviewed to identify the needs and impacts of freight rail on this particular site. Consultants with expertise on the mitigation of the identified impacts will be interviewed and their input documented. Precedents for potential solutions will be identified and documented. Sites in the Brooklyn Rail Yard will be selected as areas for additional study based upon their potential to illustrate the impact of the proposed solutions. Once the sites are selected a master plan will be generated that reflects input from the stakeholders, consultants, and precedent investigations. The master plan will be presented to stakeholders and consultants for their response to the proposed solutions. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. ADUs are small separate living units on single family lots that are often called granny flats or mother-in-law units. Over the last few years, fee waivers from the City of Portland have increased ADU development from 30 units per year to over 200 units. These discreet forms of density can offer a variety of environmental, social, and economic benefits to ADU owners and their communities. Many of these benefits, however, have always been speculated rather than substantiated by data. In an effort to better understand the real impact or benefit of this housing form, the Oregon Department of Environmental Quality and partners conducted a survey of ADU owners in Portland, Eugene, and Ashland, Oregon. This was the largest survey of ADUs owners ever conducted in the United States and the results have significant utility in policy for Oregon cities and beyond. This presentation will present the results of survey and highlight topics such as ADU affordability, environmental impact, occupant demographics, owner demographics, community economic impact, and car ownership and parking statistics. Construction of the 1-205 freeway in the mid-1970's physically divided it and disrupted its sense of community. Prompted by the wishes of the community and other concerned parties for greater visibility and a stronger economic center for Lents, the Oregon Department of Transportation (ODOT) has asked Lumpetek to study this site and develop recommendations for its best use. We will research physical, environmental and demographic aspects of the parcel and surrounding area, as well as designs which have been implemented on sites' with similar constraints and develop three conceptual alternatives for site usage. We see our project as an opportunity to work with our client ODOT and the Lents community to aid in attaining the goals of both groups, and to assist in repairing the damage done by the introduction of the freeway.
