The leak was caused by high water running around the edge of the cutoff wall into the void where compacted backfill shrank away from the flume wall. Mr. Stein and I became concerned because it appeared we were doing more damage than good to surrounding soil, trying to reach 35' penetration on piling, as required by the Region.
