  Citation × Citation Citation Abstract Copy Title: The Russian-German Exiles in Kazakhstan: 1940 & 1990 Migrations Author: Rudenko, Irina Year: 2016 This thesis aims to review and contribute to the growing scholarship documenting the experience of the Russian-German exiles. Organized into two parts: the first half concentrates on the 1940 deportations and the second half on the 1990 migrations. The journey of the 1940 Soviet deportations is studied through parallels of the government’s intentions juxtaposed with the realities on the ground. Then a literature review of work done by scholars in the Soviet archives discusses the common consensus in regards to claims of Soviet ethnic cleansing and genocide. An overview of the documented realities of exile confronted by the deportees supplements the academic literature.The second half of this thesis finds less information concerning the 1990 migrations. More than half of the known Germans in Kazakhstan left after the dissolution of the Soviet state. Scholars have legitimized these emigrations in various ways and a literature review of this period distills the common postulations. What in actuality occurred that motivated such a mass exodus of people in the 1990s? This thesis explores the responses to this in the conclusion of the later portion. While the predominant historiography of these migrations has focused on a binary of hostile or non-hostile interactions between Indians and emigrants, the focus on violence has obscured the larger issue of frequent and amicable interactions between emigrants and Indian peoples along the overland route. A baseline study from 1973 documents a regionally pervasive form of household level agriculture whereby cultivators prioritize land for subsistence maize above commercial crops. Since then, much has transformed the face of rural Mexico, including migration to the United States. Migration accelerated beginning in the 1970s as a response to government disinvestment in maize, but it may also be a new force of cultural and economic change impacting agriculture. The question arises, has migration modified longstanding subsistence agricultural practices centered on local varieties of rainfed maize? If not, what might explain the continuities and changes in agricultural practice observed? Ethnographic land use and maize consumption surveys among 19 migrant headed households conducted in Santiago Apóstol in the summer and winter of 2012 indicate that mean production of maize remains equivalent to that documented in the late 1960s, suggesting that migration has not engendered a generalized shift to commercial crops. Potential explanations for the persistent use of rainfed, local maize among migrant headed households are drawn from a mixed methods methodology involving triangulated analyses of household economic data, land tenure arrangements, perceptions of environmental change, participant observation, and archival research. Triangulated analyses allow speculation on linked human environmental changes in the landscape that may have reinforced use of a traditional, rainfed grain crop. Gilliam County’s population decline in the 2000s was the result of a steady natural decrease and periods of net out-migration (Figure 12). The larger number of deaths relative to births has led to a natural decrease in nearly every year from 2000 to 2010. While net in-migration fluctuated during the early and middle years of the last decade, the number of in-migrants has been increased stably during recent years, contributing to population increase since 2009. Total population in Gilliam County as a whole is expected to increase over the forecast period, with the majority of this growth occurring within Arlington UGB (Figure 1). Increasing net in-migration is expected to offset the growth in the natural decrease throughout the entire 50-year forecast period. An aging population in the near-term is expected to not only lead to an increase in deaths, but a smaller proportion of women in their childbearing years will likely result in a steady number of births. Year: 2016 Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. These impacts – which include reductions in summer water supply, the potential for more winter flooding and forest fires, threats to public health, and damage to coastal infrastructure due to sea level rise – will require changes in how communities evaluate, manage, and mitigate environmental risks. Despite these challenges, some have suggested that the region may be relatively well off compared to other areas of the U.S. and the world. This has led to growing speculation by the media, bloggers, and the public that “global warming could unleash a deluge of newcomers” (or “climate refugees”) to the Pacific Northwest in coming years.2The question is also gaining the attention of public sector professionals in the region. Planners and managers who engage in long-term planning for transportation, public health, utilities, and other public services want to understand whether population forecasts—an important analytical tool guiding many areas of regional planning—should reflect the possible impacts of climate change on migration flows, and if so, how? The connection between climate change and migration is the subject of a complex and emerging body of social science research. To help stimulate and inform research, and to provide guidance to decision makers on this issue, researchers at Portland State University and the University of Washington Climate Impacts Group convened experts in climate science, population dynamics, and public sector management to begin addressing the following central question: Do we need to be planning for more growth in Washington and Oregon because of climate change, and if so, what would a systematic framework for developing and updating migration scenarios for use in regional and state population growth and planning forecasts look like? The symposium—the first of its kind in the region and possibly the first of its kind in the United States—was held on June 24, 2016 at Portland State University. Title: Winds of Change?
