Applying a historical and developmental analysis, I trace this dynamic from its origin in the twin crises of the Great Depression and World War II to examine how subsequent presidents since Franklin D. Roosevelt have navigated the intersecting politics of this warfare -welfare nexus. I use original, archival research to examine communications between the president and his staff, cabinet members, administration officials, and Congressional leaders to better appreciate how the interaction of these dual political commitments are reflected in the formulation and promotion of the president’s budgetary requests and domestic policy initiatives. More directly, I focus on the relationship between the national security politics of the Cold War and the efforts of Presidents Truman and Eisenhower to support their objectives in either the expansion or retrenchment of the New Deal-liberal welfare state. My research suggests that Cold War concerns occasionally aided the growth of the welfare state in areas such as public health and federal aid to education, while at other times defense and security anxieties provided the backdrop for presidential efforts to diminish the political capacity of the welfare state. More specifically, I find that both Truman and Eisenhower constructed visions of national strength which framed their initiatives in national defense and social welfare as interrelated goals. In the end, I argue that the changing institutions, ideologies, and international commitments of the warfare state present both opportunities and challenges for presidents to articulate political visions in service of domestic policy advancement. However, the links between the two are not particularly frequent, inviting, or pedestrian- friendly. This proposal analyzes natural site conditions and the existing built environment to locate the optimal spots where such links could most productively be strengthened. Surface geology conditions, topography, existing railroad crossings, view corridors from public transit, and vehicle circulation factors converged to suggest several points of intervention. This proposal recommends the addition of crosswalks, bus shelters, entrance markers such as arches and planter boxes, a new small park, and stormwater quality planters in order to make the connections between the downtown and the riverfront safer, more pleasant, more active, and more visible. Additionally, this proposal o ers suggestions on the possible redevelopment of Water Street to enhance that transitional zone. Two possible zoning priorities are suggested: The street could become an extension of the park, providing a larger open space that can host more recreation opportunities and services, or alternatively, it could be a place for mixed-use development, which could draw people from the shops of historic downtown to enjoy co ee or dinner along the water, and will bring more residents to the area who can shop downtown and enjoy the river. Either proposal would make the crossings between the waterfront and the downtown more enjoyable and desirable. These Sephardic translators sought to appropriate these very popular Spanish texts and place them in the service of a Jewish literary culture, one whose values were often at odds with those of the original authors and readers of the Spanish originals. At the same time, the Sepharadim were deeply identified with Iberian vernacular culture, and these translations were a form of cultural capital upon which they traded in the broader Jewish context of Western Christendom and the Ottoman Empire. The lens of diaspora can help us to better understand Sephardic translation from Spanish to Hebrew by focusing on the significance of language use, cultural identity, and Jewish literary culture in the Mediterranean world of the sixteenth century. The project follows a series of activists and public intellectuals to sites of conflict in order to explore how actors confront failures in solidarity by summoning people to understand their freedom as bound to antiracist struggles. In work by James Baldwin from the 1960s and work by three contemporary social movement organizations—Black Lives Matter, antiracist LGBTQ organization Southerners on New Ground (SONG), and immigrant justice organization #Not1More—actors construct shared forms of identification across racial lines using kinship language and references to the body. Undergirding these rhetorical and organizing strategies is a concept—boundness—with a history in black political thought; a paradigm in which people’s lives are understood to be co-constituted and their freedom bound together. The first chapter traces the concept of boundness in James Baldwin’s political thought and explores how boundness offers an alternative and embodied way to theorize racial identity, racialized violence, and interracial solidarity. Chapter II examines interviews with James Baldwin in 1963 and #BlackLivesMatter activists in 2014-2015 to explore how their overlapping interventions reorient public discussions about racial violence. Chapters III and IV examine how contemporary activists in SONG and #Not1More generate shared forms of identification across racial lines. Drawing on archival research and ethnography, this study employs a close reading approach to specific moments in political discourse and organizing to theorize how people on the ground are crafting and contesting forms of identification. Ultimately, this project offers an account of the ways in which forms of political identification are structured by ethical and emotional orientations, and contends that contestations over these structures are a primary site of politics.
