We estimated the relative potential of selected ecosystem functions for freshwater wetlands within a watershed using widely available geospatial data. We developed four functions to estimate 1) flood storage, 2) late season flow, 3) sediment retention and 4) temperature control in four pilot watersheds in Oregon (Tualatin, Coquille, Upper Grande Ronde and Sprague). These watersheds are geographically separated from each other representing diverse ecoregion environments. Spatial analysis and geographic information system (GIS) were designed for maximum re-use, based on publicly-available data, commonly-used software, semi-automated techniques and wetland characterizations that attempt to capture fundamental wetland processes. Our data sources include 30-meter digital elevation models, NRCS soil survey extracts, USGS National Land Cover Data, USGS HUC8 boundaries (polygons) and statewide wetland delineations (polygons) processed within ArcGIS 10.2 and Python 2.7.5 software. Model parameters were compiled using multiple proxy values for size, slope, aspect, proximity, flow path distance, hydrologic gradient, shade, and soil characteristics. WPT characterizations emphasize the multi-faceted value of freshwater wetlands, relating potential within a watershed as well as providing model-based characterizations between watersheds. Our wetland prioritization tool (WPT) provides useful information to estimate and compare the relative potential for selected wetland functions, thereby improving success in wetland conservation, restoration, and mitigation efforts. Zebra and Quagga Mussel Early-Detection Monitoring in High Risk Oregon Waters Author: Wells, Steve W., Sytsma, Mark Year: 2014 Neither zebra nor quagga mussels (Dreissena polymorpha and D. rostriformis bugensis, respectively) were detected by Portland State University (PSU) during their early detection sampling in Oregon water bodies during 2013. PSU conducted sampling for planktonic larvae, juvenile, and adult mussels at nine Oregon water bodies during the July to August period coinciding with water temperatures favorable for mussel spawning. A total of 113 plankton samples were collected and over 1.6 million liters of lake water were filtered through 63-μm mesh nets during plankton sample collection. The greatest sampling effort occurred in East Lake, Prineville Reservoir, and Paulina Lake; these water bodies were identified as high risk for both mussel establishment and introduction according to Wells et al. (2009). The sampling effort, however, was fairly uniform amongst the targeted water bodies, and sampling also occurred in Upper Klamath Lake, Howard Prairie Lake, Hyatt Reservoir, Emigrant Lake, Ochoco Reservoir, and Lake Billy Chinook. Non-native invertebrates and macrophytes were opportunistically collected during Dreissena spp. sampling in 2013. Corbicula fluminea (Asian clam) straight-hinge juveniles were collected in plankton samples from East Lake and Howard Prairie Lake. Potamopyrgus antipodarum (New Zealand mud snails) were collected in Lake Billy Chinook. Radix auricularia (big-ear radix) snails were collected in Hyatt Reservoir, Lake Billy Chinook and Paulina Lake. Orconectes neglectus (ringed crayfish) were collected in Hyatt Reservoir. Potamogeton crispus (curly leaf pondweed) were collected in Howard Prairie Lake, Hyatt Reservoir, Lake Billy Chinook, and Upper Klamath Lake. Most of these collections were not the first detections for these species in these locations; however, to the authors’ knowledge, the following represent first detections: R. auricularia in Hyatt Reservoir and Paulina Lake, O. neglectus in Hyatt Reservoir and C. fluminea in Howard Prairie Lake. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. Governance may then influence water quality directly through riparian restoration resulting from monitoring results and indirectly through land use policy.We investigate evidence to substantiate these linkages. Our results showed that changes in monitoring regimes and land development patterns differed in response to differences in growth management policy and environmental governance systems. Our results also showed similarities in environmental quality responses to varying governance systems. For example, we found that sales prices responded positively to improved water quality (e.g., increases in DO and reductions in bacteria counts) in both cities. Furthermore, riparian restoration efforts improved over time for both cities, indicating the positive effect of governance on this land-based resource that may result in improved water quality. However, as of yet, there were no substantial differences across study areas in water temperature over time, despite an expansion of these urban areas of more than 20%over 24 years. The mechanisms by which water quality was maintained was similar in the sense that both cities benefited from riparian restoration, but different in the sense that Portland benefited indirectly from land use policy. A combination of long-term legacy effects of land development, and a relatively short history of riparian restoration in both the Portland and Vancouver regions, may have masked any subtle differences between study areas. An alternative explanation is that both cities exhibited combinations of positive indirect and direct water quality governance that resulted in maintenance of water quality in the face of increased urban growth.
