However, recent residential development has illustrated the difficulty of achieving goals of compatibility and density simultaneously. How can development incorporate better design standards and placemaking practices that respond to a neighborhood’s unique character, while diversifying the housing stock to provide a greater variety of housing options? Relating to the city’s anticipated population growth, as well as regional environmental and economic pressures, this report frames the discussion, analysis and recommendations around two key objectives: increasing access to "missing middle" housing, and promoting context-sensitive development. This report covers an introduction to the project’s objectives and methodology, an overview of existing conditions, a study of urban form pattern areas, takeaways from community engagement efforts and final recommendations. The information from this report helps establish a framework for guiding residential infill development in a manner that is sensitive to both neighborhood design and the diversifying needs of Tacoma’s current and future residents. The study of pattern areas is a tool that provides an analytical framework for guiding future work towards the incorporation of place-based needs and desires informed by the community. Recommendations identify actions that are both city-wide as well as pattern-specific, making a statement about the direction of growth and residential development as a means to frame the opportunities that exist in Tacoma.   Citation × Citation Citation Abstract Copy Title: Making Software, Making Regions: Labor Market Dualization, Segmentation, and Feminization in Austin, Portland and Seattle Author: Mahmoudi, Dillon Year: 2017 Through mixed-methods research, this dissertation details the regionally variegated and place-specific software production processes in three second-tier US software regions. I focus on the relationship between different industrial, firm, and worker production configurations and broad-based economic development, prosperity, and inequality. I develop four main empirical findings. First, I argue for a periodization of software production that tracks with changes in software laboring activity, software technologies, and wage-employment relationships. Through a GIS-based method, I use the IPUMS-USA to extensively measure the amount and type of software labor in industries across the US between 1970 and 2015. I map the uneven geography of software labor that produces different clusters of various software occupations. Second, I argue that between each software period, locational windows provide an opportunity for second-tier software regions to challenge Silicon Valley. I combine the IPUMS-USA dataset with interviews of software workers to analyze forms of regionally specific modes of production in Seattle, Washington, Portland, Oregon, and Austin, Texas. I trace how software production in these three cities evolves between each software period, taking on different spatial configurations, firm strategies, labor practices, and technological characteristics. Third, I argue that software labor is hyper-sensitive to deskilling because of software production activity produces software. I combine occupation classifications and interviews with software workers to interrogate the ever-present need for software workers to learn the newest development practices and software languages as firms seek to automate software production. I define five key moments since the 1970s that exemplify software labor market dualization and segmentation. Using interviews, and conference observations, I find that community-based organizations and labor market intermediaries locally mitigate the structural tendencies toward labor market dualization and segmentation. I argue that without intervention, the layered and bifurcated labor market for software production reproduces existing inequalities. Further, the organizational, technological, and spatial changes in software production reduce the potential for equitable wealth production. Ultimately, this dissertation argues for the importance of labor organizing in software, contributing empirical and theoretical work in a lineage of regional-based industrial restructuring literature. The regional and industrial geographies produced by and out of software production are significant forces in the economy at regional and national scales. I connect this process to the feminization of other industries, noting how the technical nature of software production structurally genders and racializes the labor force. Leveraging a labor feminization framework highlights the flexibilization of labor and the rift between the pace of software skill building and technological development. Both software production and regional economies are necessary entry points to understand new capitalist relations. Understanding these new relations thus requires examining how configurations of software production differ across regions, how they impact industry and regional economic development outcomes, and how they weaken or strengthen actions of local workers, local organizations, and local firms. These processes offer a glimpse into how the contemporary moment of production differs from other moments of production. Armed with this understanding, this research will be able to connect industry and regional economic-development outcomes to regionally specific modes of production, answering relevant software-based economic-development policy questions. During the last year, Oregon has become an active player in the electric vehicle arena, with a number of promising relationships and activities in the early stages of formalization. With additional thought, effort and strategy Oregon can seize the opportunity to become the national leader in the adoption and incorporation of new vehicle platforms and mobility strategies into the fabric of urban life and the built environment. Oregon is currently actively engaged in relationships with international automotive companies and local businesses and utilities interested in being part of the "Portland Experiment." This proposal seeks funding to support the creation of a comprehensive roadmap for the development of low/no emission vehicle infrastructure in the Portland Metro region. The roadmap will guide research, education, partnership initiatives, and community engagement activities at Portland State University (PSU) and the Portland Metro region. The project will build momentum on a number of efforts currently underway including the Governor's Alternative Fuels Infrastructure Working Group, Oregon Department of Transportation's Office of Innovative Partnerships & Alternative Funding activities, and local utility and international automotive industry interest in Portland and other national efforts through the U.S. Department of Transportation. This roadmap will truly have a multi-disciplinary, multi-partner, and multi-campus focus and outcomes. The roadmap will focus on developing a unifying strategy, plan, knowledge base for low and no-emission vehicles, alternative fuels infrastructure and other sustainable mobility innovations. The specific research objectives for this project are to: 1) Strengthening and broadening strategic partnerships that will provide financial and other continuing research, education, and community engagement opportunities in electric vehicle infrastructure. 2) Develop a strategic roadmap for Portland to achieve a plug-in readiness in the next two years. 3) Develop a comprehensive research agenda, to evaluate wide array of research and testing needs for the Region. 4) Coordinate with national efforts through the Rocky Mountain Institute’s Project Get Ready, sharing knowledge with other participating Project Get Ready cities and other Oregon cities. This project will be a joint effort between OTREC and the Hatfield School of Government through the National Policy Consensus Center's (NPCC) Oregon Solutions program and the Executive Leadership Institute. Methods include a thorough literature review (print and web); an inventory of state, local agencies and municipalities actions; interviews with key partners; and a consensus building initiative. NPCC's Oregon Solutions program will use its expertise and experience in collaborative governance practices to provide the convening and facilitation system support to bring diverse stakeholders to the table to inform, develop and initiate the implementation of the roadmap. Oregon Solutions staff will engage in information collection, interviews and other efforts to assess the interests and resources of the project partners, refine the vision, and design and support the collaborative convening for the project. Considering investments in rail infrastructure have increased in recent decades (Bureau of Transportation Statistics, 2007; Israel & Cohen-Blankshtain, 2010), it is important for planners and researchers to understand how these rail systems influence land use, metropolitan development patterns, and population migration. The following paragraphs summarize the studies and their findings. The Effects of Commuter Rail Establishment on the Relationships between the Built Environment, Travel Behavior, and Residential Self- Selection (RSS): To help regional and transportation planners better understand the role that commuter rail plays in directing intra-regional development, this chapter provides a longitudinal investigation of the influence of commuter rail on surrounding neighborhoods’ RSS, travel behavior and the built environment. We first analyze the role of commuter rail establishment in influencing change in neighborhood-level demographics, housing and economics (signs of RSS), and travel behavior. Second, we compare surveyed commuter rail riders to residents of the commuter rail stations’ host and neighboring areas. The results indicate that the development of commuter rail does not alter the host tracts in any of the characteristics observed, but rather suppresses population growth in neighboring tracts. Paired with direct evidence from a commuter rail user survey, we conclude that the use of commuter rail is more likely influenced by the built environment than by RSS. The Effects of Commuter Rail Establishment on Population Deconcentration: Research to date has not established the efficacy of commuter rail systems in attracting migrants most likely to use such an amenity. Through the application of a modified population deconcentration model, this chapter finds that the provision of a commuter rail station significantly increases neighborhood-level out-commuting and gross migration, which signals success in attracting migrants requiring commuting infrastructure. These findings also signal that commuter rail encourages regional population deconcentration, but the evidence is insufficient to form a conclusion and the evidence from Chapters 2 and 4 signal otherwise. Developing an Agent-Based Model (ABM) For Estimation of Land Use Changes around Commuter Rail Stations over Time: This chapter improves the understanding of commuter rails’ effect on future land use changes through spatial interaction modeling. In particular, we develop an innovative agent-based model (ABM) that allows us to estimate and visualize the probability of land use changes per parcel based on proximity to commuter rail stations, freeway exits, and the region’s central business district. Briefly, this chapter concludes that the development of a commuter rail station is statistically significantly associated with decreases in single-family residential land use near the station, which is met by increases in multifamily and mixed-use development. The spatial effects of stations on individual land uses vary by land use type, and no generalizable area of influence could be established. This report points to potential future research, as well as implications for planning practitioners. Briefly, this chapter concludes that the development of a commuter rail station is statistically significantly associated with decreases in single-family residential land use near the station, which is met by increases in multifamily and mixed-use development. The spatial effects of stations on individual land uses vary by land use type, and no generalizable area of influence could be established. This report points to potential future research, as well as implications for planning practitioners. Close

There is a looming concern that non-farm related uses and dwellings, or non-farm development, are conflicting with agricultural preservation strategies. Specifically, non-farm developments can potentially undermine the critical mass of farmland needed to keep the agricultural economy sustainable, but until now, studies have lacked spatially precise data to systematically track these phenomena. This thesis offers methodological contributions towards analyzing these operations and presents a broad account of what has been occurring in the region. Using permit approval data from the Department of Land Conservation and Development (DLCD) and 2015 county tax lot shapefiles, I geocoded the locations of these uses and dwellings. I used location quotient and spatial autocorrelation coefficients to identify non-farm hotspots in the region and summarized different typologies that have developed. The findings reveal that viticulture operations have amassed near Dundee and Newberg in Yamhill County, while commercial activities and home occupations have clustered near the Salem-Keizer UGB. Concurrently, dwellings have clustered near the Yamhill-Polk County border. Finally, I offer suggestions to improve Oregon's agricultural land use policy and data management process, as well as advocate for more intensive research in the future to generate narratives for our results. Drawing on census data, popular media, newspaper archives, city planning documents, and secondary-source histories, we attempt to elucidate the structural origins of Portland’s "uneven development", exploring how and why the urban core of this paragon of sustainability has become more White and affluent while its outer eastside has become more diverse and poor. We explain how a "sustainability fix" – in this case, green investment in the city’s core – ultimately contributed to the demarcation of racialized poverty along 82nd Avenue, a major north-south arterial marking the boundary of East Portland. Our account of structural processes taking place at multiple scales contributes to a growing body of literature on eco-gentrification and displacement and inner-ring suburban change while empirically demonstrating how Portland’s advances in sustainability have come at the cost of East Portland’s devaluation. Our "30,000 foot" perspective reveals systemic patterns that might then guide more fine-grained analyses of particular political-socio-cultural processes, while providing cautionary insights into current efforts to extend the city’s sustainability initiatives using the same green development model.
