These models and planning practices to integrate land use into the process, however, require the integration of massive amounts of land use data that is messy and incomplete. There have been considerable advances in the treatment of such data problems in other domains, drawing on data mining and machine-learning techniques to address issues in various domains. To date, however, little systematic effort has applied these technological advances to the problem domain of land use and transportation data. Experience suggests that as much as 70% of the total effort in developing integrated land use and transportation models is directly or indirectly associated with data development, integration and cleaning, yet there is remarkably little systematic research focused on the development of reusable methods and tools to support this problem domain. In coordination with an ongoing project of similar theme funded by University of California Transportation Center (UCTC), this project will focus on bringing interdisciplinary methods to develop land use datasets for integrated land use and transportation planning and modeling, with special attention on preserving temporal dimension of the data and monitoring data quality through indicators. Utilizing statistics and machine-learning techniques, we will develop reusable tools that will create a harmonized and coherent land use database from various public and private sources. These tools will be made available to the public and can be used by cities, counties, metropolitan planning agencies, state agencies, universities or anyone else needing to develop a usable database for use in integrated planning and modeling. All of the resulting data, with the exception of proprietary or confidential input data where there is no viable alternative, would be public and reusable for planning and research. As communities struggle to address social challenges related to increased economic uncertainty, transportation and land use planning have become increasingly centered on assumptions concerning the market for residential environments and travel choices. In response, an added importance has been placed on the development of toolkits capable of providing robust and flexible models to aid in understanding how differing assumptions contribute to a set of planning scenarios and how future residential location decisions may be made. In this study, we aim to examine the ability for current land use and transportation models to adequately account for the mechanism that drive households to prefer different neighborhoods based on typical transportation modeling methods. In particular, we conduct an original stated preference survey to identify the characteristics and preferences of individuals and households that influence unconstrained residential neighborhood preferences. Our objectives are to (a) determine the key drivers of residential neighborhood preferences, (b) test the contribution of sociodemographic and economic household characteristics commonly used in regional modeling tools to allocate households regionally across neighborhoods (e.g. household size, income, age, tenure), and (c) identify the preference profiles that can improve the sensitivity of our regional and statewide transportation-land use models to residential neighborhood preferences. However, policy questions regarding the identification of smart growth indicators and their connection to walking remain unanswered, because most studies of the built environment determinants of pedestrian travel: (a) represent the built environment with isolated metrics instead of as a multidimensional construct and (b) model this transportation-land use relationship outside of a multidirectional analytic framework. Although several researchers have explored the links between the built environment, socio-demographics and travel behavior, a consensus is not reached. This talk highlights two recent projects. The first project focuses on individuals’ attitudes towards transportation, neighborhood characteristics and their effects on campus commuters’ transit use, and addresses the question whether attitudes, the built environment or a combination of both explains the resulting transit use better. The second part presents the Regional Land Use Allocation Decision Analysis Tool developed for The Ohio Department of Transportation, which enables decision makers to quantify the impacts of population and employment distribution in terms of the resulting VMT (Vehicle Miles Traveled). This tool forecasts the impacts of future land-use policies in Ohio, based on alternative assumptions of highway and mass transit corridor development, zoning and environmental constraints, regional growth or decline projections, and changes in travel associated with auto trip generation rates and trip distances. An emission hot spot is defined as a fixed location along a corridor in which the mean pollutant concentrations are consistently above the 85th percentile of pollutant concentrations when considering all other locations along the corridor during the same time period. In order to collect data for this study, an electric vehicle was equipped with instruments designed to measure PM2.5 and VOC concentrations. Second-by-second measurements were performed for each pollutant from both the right and left sides of the vehicle. Detailed meteorological, traffic and land use data is also available for this research. The results of a statistical analysis are used to better understand which data sources are most valuable in estimating PM2.5 and VOC hot spot locations consistent with empirical data, as well as which variables have the greatest impact on emissions and pollutant levels at a microscale level. This research highlights the importance of considering both consistency and peak emission levels when identifying hot spot locations. While it is relatively easy to build consensus on mobility measures that center on the transportation system alone, it is much harder for performance measures to incorporate both transportation and land use, loosely defined as accessibility measures, even with continuous efforts to catalog and design such measures.
