This seminar reports the results from a research project aiming to fill the gap in the type of applications and policy areas covered by existing measures. Modeled after the popular Consumer Price Index, the project refines and develops a transportation cost index (TCI) measure for transportation and land use systems by tracking the time and monetary costs of transportation for households as they travel to satisfy their daily needs. The TCI can be used in applications ranging from monitoring historical and projected trends (benchmarking), to evaluating and comparing scenarios outcomes (scenario evaluation), and it is capable of representing policy areas not sufficiently covered by existing similar measures. The seminar will review similar performance measures, describe the rationale, design and implementation of TCI, and present results of its applications in Portland and Corvallis, Oregon, as well as nation-wide in the US. This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. The research team analyzed local plans over the past several decades, interviewed planners, and examined demographic, land use and transportation characteristics in select centers across the region. We found that the regional vision had a moderate influence on local planning, due to vague definitions and criteria. However, light rail investment and market forces have had a more substantial influence—resulting in cities developing supportive transit oriented development policies. While over 100 centers have been designated, many face significant challenges to support regional goals, particularly because many light rail lines were located along rail and freeway alignments. A limited number of “tipping point centers” already contain the necessary elements to be successful with city and private investment. Many “greenfield centers” offer significant future opportunity for development, but their suburban location and infrastructure needs present significant costs and challenges. Many other “redevelopment centers” are dominated by industrial, commercial or office development, and the land use and transportation patterns within these centers present substantial hurdles that may limit their potential to achieve regional goals. One of the toughest challenges keeping DOTs and MPOs from adopting comprehensive measures in the decision process is the lack of performance measures allowing consistent comparison of multimodal performance over time and across geographic areas. This project advances a transportation cost index (TCI) initially proposed by Oregon DOT from a proof-of-concept stage to implementation and operational use at the state, MPO, and community levels. After pilot tests and early adoption in Oregon, we test TCI with varying data sources available in different states and make the software more user-friendly. Working with communities in Florida and Utah, we will test and apply TCI to regions in Florida and Utah and compare the patterns of TCI across Oregon, Florida, and Utah. In this research, using building and roadway growth models, we estimate how parking has grown in Los Angeles County from 1900 to 2010, and how parking infrastructure evolves, affects urban form, and relates to changes in automobile travel. We find that since 1975, the ratio of residential offstreet parking spaces to automobiles in Los Angeles County is close to 1.0 and the greatest density of parking spaces is in the urban core. Most new growth in parking occurs outside of the core. 14% of incorporated land in Los Angeles County is committed to parking. Uncertainty in our space inventory is attributed to our building growth model, onstreet space length, and the assumption that parking spaces were created as per the requirements. The continued use of minimum parking requirements is likely to encourage automobile use at a time when metropolitan areas are actively seeking to manage congestion and increase transit use, biking, and walking. Widely discussed ways to reform parking policies may be less than effective if planners do not consider the remaining incentives to auto use created by the existing parking infrastructure. While the specific delineation of these cities is unique, Jerusalem can be seen as representative of other cities where ethnic and religious tensions create highly segmented urban spaces and travel markets. In recent years particular emphasis has been placed on integrating transport systems, both across modes and with land use, in order to facilitate and encourage the use of public transport. Spatial integration suggests overcoming cultural and social differences that may be reflected with the units that are to be coordinated. Spatial integration calls for minimizing differences among geographical unites in order to create a comprehensive, full network transport system with economy of scale. Therefore, there might be tradeoffs between integration and another highly recognized transport goal: responsiveness. Responsiveness in highly segmented cities often involves political intervention that limits the integrative approach.
