Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. Strategic development could act as a "spline" that connects Portland State University to the Halprin Sequence and adjacent communities. This project was conducted under the supervision of Donald J. ADUs are small separate living units on single family lots that are often called granny flats or mother-in-law units. Over the last few years, fee waivers from the City of Portland have increased ADU development from 30 units per year to over 200 units. These discreet forms of density can offer a variety of environmental, social, and economic benefits to ADU owners and their communities. Many of these benefits, however, have always been speculated rather than substantiated by data. In an effort to better understand the real impact or benefit of this housing form, the Oregon Department of Environmental Quality and partners conducted a survey of ADU owners in Portland, Eugene, and Ashland, Oregon. This was the largest survey of ADUs owners ever conducted in the United States and the results have significant utility in policy for Oregon cities and beyond. This presentation will present the results of survey and highlight topics such as ADU affordability, environmental impact, occupant demographics, owner demographics, community economic impact, and car ownership and parking statistics. In the wake of the Great Depression and as the logging trade declined, the area began to fall into disrepair and development shifted away from the Willamette River. By the 1950s, many of its 2,000+ inhabitants were low-income or elderly and living in small, poorly maintained apartments, shuffling from one to the next as they were forced out of their prior home. The neighborhood was also extremely diverse, housing numerous immigrant families, particularly Italian, Jewish, Chinese, and African American families. In 1955, the newly formed Portland Development Commission targeted a block of land in what was then considered part of South Portland as a test of the new Urban Renewal philosophy making the rounds in planning circles, at the behest of the Mayor’s Advisory Committee. It was decided that a 110 acre portion of the district would be razed in two phases. Interestingly, the district had originally been intended as the home for a new expo center or coliseum, with the remaining redevelopment occurring around it. This center would be just the sort of attraction to lure people to the city center, it was believed; these plans were scrapped, however, after conflicts between interested parties on each side of the Willamette resulted in the centerpiece of the project (later to be Veterans’ Memorial Coliseum) being relocated to the eastern side of the river. Inspired by the design principles of Le Corbusier and the budgets of major firms such as Skidmore, Owings, and Merrill (SOM), renewal pressed onward, with the forthcoming towers and plazas to be punctuated by greenspaces, among them a set of fountains crafted by Lawrence Halprin. Little, if anything, remains of the district as it had existed prior to the removal of the area’s residences, businesses, and the communities who resided there.
