Once a booming attraction, as time has past and the city has grown, the Halprin Sequence has been forgotten amongst the towers. With a rich history in urban development and design, the Halprin Sequence could offer much more to the people of Portland than it is currently. The surrounding street of Fourth Avenue is also underutilized. The street is primarily used by automobiles, and the sidewalks are not pleasant to walk through. For a green space network, the Halprin Sequence is in an ideal location. It is tucked away near university campus while surrounded by workplaces and residential housing. However, a major problem is that the surrounding buildings turn their backs to the Halprin Sequence creating a sense of isolation and disconnectedness. We propose strategic nodes and sites of interest along Fourth Avenue to activate the Sequence, as well as Fourth Avenue. Strategic development could act as a "spline" that connects Portland State University to the Halprin Sequence and adjacent communities. This project was conducted under the supervision of Donald J. (3) Improve pedestrian experience: Increase safety by making traffic changes, add wayfinding and dampen freeway noise. (4) Design for a diversity of ages (5) Activate existing/underutilized "dead" or "lost" spaces. Create a "reason for being" for underutilized or underdeveloped land (6) Add and preserve natural features for both beauty and function: tie green elements in the city into park blocks and waterfront park to create cohesion between places; use natural features to deal with stormwater, traffic nuisances (speed/noise); preserve views of Mt. Hood and River; and provide a gathering place. In the wake of the Great Depression and as the logging trade declined, the area began to fall into disrepair and development shifted away from the Willamette River. By the 1950s, many of its 2,000+ inhabitants were low-income or elderly and living in small, poorly maintained apartments, shuffling from one to the next as they were forced out of their prior home. The neighborhood was also extremely diverse, housing numerous immigrant families, particularly Italian, Jewish, Chinese, and African American families. In 1955, the newly formed Portland Development Commission targeted a block of land in what was then considered part of South Portland as a test of the new Urban Renewal philosophy making the rounds in planning circles, at the behest of the Mayor’s Advisory Committee. It was decided that a 110 acre portion of the district would be razed in two phases. Interestingly, the district had originally been intended as the home for a new expo center or coliseum, with the remaining redevelopment occurring around it. This center would be just the sort of attraction to lure people to the city center, it was believed; these plans were scrapped, however, after conflicts between interested parties on each side of the Willamette resulted in the centerpiece of the project (later to be Veterans’ Memorial Coliseum) being relocated to the eastern side of the river. Inspired by the design principles of Le Corbusier and the budgets of major firms such as Skidmore, Owings, and Merrill (SOM), renewal pressed onward, with the forthcoming towers and plazas to be punctuated by greenspaces, among them a set of fountains crafted by Lawrence Halprin. Little, if anything, remains of the district as it had existed prior to the removal of the area’s residences, businesses, and the communities who resided there. The overarching goals of the plan are to: Ensure the viability of Livable Lents. Livable Lents should remain a transparent, accountable, accessible, and holistic community engagement process that works collaboratively with nonprofits, city agencies, and community members. This plan serves in part as a collaboration strategy which integrates engagement on a wide range of projects that are integral to livability and affordability. Build community capacity for advocacy on key issues. This plan is intended as both the continuation of conversations that have been occurring for years as well as the impetus for community-driven advocacy efforts around the issues most important to Lents residents. Through its 2015 survey, Livable Lents identified a list of community priorities for future attention. Lents Strong expands and diversifies the conversation around these priority areas. Foster effective collaboration. Commitment by those already doing important work in the community is crucial to the successful implementation of the recommendations in this plan.
