Working with the Federal Transit Administration, a team from Portland State University developed a guidebook on improving pedestrian and bicycle access to transit (forthcoming). Residents may lack the technical knowledge to understand the intricacies of the system, or they may show skepticism toward the planning process in general. “Transportation Leadership Education,” a NITC education project, offers a guide for communities to stimulate the development of a more involved, educated citizenry. The Portland Traffic and Transportation course is taught each year to 30-40 Portland residents who want to learn more about how the local transportation system developed and how it functions. The course is operated by the Portland Bureau of Transportation in conjunction with Portland State University. It helps participants understand local transportation agencies and their decision-making processes, and how to be involved. Over 1,200 Portland residents have taken the course over more than 20 years. This webinar will present findings from a case study about the course derived from interviews with the people involved in launching the course, meetings with course instructors, administrators and teaching assistants, a review of course materials, and a survey of past course participants. The course offers a public involvement tool and model for cities to educate and engage residents as partners in improving the effectiveness of transportation agencies in meeting community needs. Providing residents with the knowledge and skills needed to effectively participate in transportation decision-making processes can help increase public participation while improving civic infrastructure. Using the case study, a model course curriculum was developed to assist other cities in launching a similar course. On one hand, it is designed to develop citizens who are informed about the transportation system, including how it got where it is today, what agencies and actors play a role in its operation and development, and how they, as citizens, play a role in its future. In this sense, there is a goal of broadening and deepening the existing knowledge about the system among the general population. On the other hand, there is an implicit goal of encouraging participation in the system with the understanding that doing so is in some way good for advancing a transportation system that works for citizens of the city. People may not consider themselves advocates, but if they are concerned about a certain issue, know how decisions get made around that issue and how to be involved in the decision-making process, they are more likely to be effective in advocating for the change they wish to see. This project is intended produce a course curriculum and implementation handbook to provide transportation education and leadership skills to community residents, activists and leaders. It will first document the effectiveness of the existing course by conducting a case study of the course over time and use that information to provide a blueprint for other communities to replicate the course for their local citizenry. The study will examine the underlying motivations for the course, content, delivery methods and outcomes, including knowledge and skills gained and used by past participants. The project also will identify and assess the current gaps in citizen knowledge and skills that could be incorporated into future courses. A secondary objective of this project is to identify other populations, especially for those typically under-represented in traditional transportation planning processes, who could benefit from such a course and to make recommendations for course content and delivery method. This project will be an updated model course curriculum and handbook for implementation that can be used in cities across the country, with special attention to traditionally underserved populations. Access to a centralized nonmotorized traffic count archive can open the door for innovation through research, design and planning; provide safety researchers with a measure of exposure; provide fundamental performance metrics for planning and funding decisions; and allow policymakers and transportation professionals to better support the public’s desire for livable communities. Numerous jurisdictions have initiated nonmotorized traffic count programs. However, many agencies and policymakers, who need data to support investment decisions, are in locations without a centralized count program. This lack of access to count data may lead some decision-makers, planners and engineers to assume that cycling and walking levels are close enough to zero to be ignored. Providing reliable numbers may reveal a surprising amount of walking and bicycling is taking place. In order to organize and promote the collection of nonmotorized traffic data, a team of transportation professionals and computer scientists has created a national nonmotorized traffic count archive called Bike-Ped Portal. This archive enables data sharing by centralizing both continuous and short-duration traffic counts in an online archive. While other archives exist, this is the first that is both national in scope and enables data to be directly uploaded to the site. This archive includes online input, basic data quality and visualization functions, and the ability to download user-specified data. In addition, the archive has an API and a demonstration site for training new data wranglers, and is able to transfer count data directly from one vendor database (Eco-Counter’s Eco-Visio). P2P carsharing has many things in common with business-to-consumer (B2C) carsharing services. Consumers join the service to rent vehicles on a short-term basis from locations dispersed throughout a certain area. Both services may allow households to reduce their private car ownership. However, P2P carsharing differs substantially from other models in that there are two distinct sets of consumers: those who rent the vehicles (renters) and those who put their vehicles up for rent (owners). The members of the service are providing the supply as well as the demand. Not only does the car owner provide the vehicle and determine where it is parked, they determine what hours it is available for rent and at what price (though with some influence from the facilitating company). This report presents findings from a multiyear study of P2P carsharing that began in early 2012 and targeted members of Getaround, which launched in February 2012 in Portland, OR. The goal of this study, which collected information from both owners and renters, is to evaluate the impact of peer-to-peer carsharing relative to other models of car use, including ownership, rental, and conventional (corporate) carsharing. The two primary research questions are whether P2P carsharing can reduce overall and peak- period vehicle miles traveled (VMT) by marginalizing the cost of driving, and whether P2P carsharing increases access to jobs and other activities for those without cars. Compared with conventional carsharing, P2P carsharing has the potential to influence VMT for both the renter and the owner. P2P owners may reduce their driving so that the vehicle is available for rent. Renters, as with other forms of carsharing, may decide to forgo or reduce vehicle ownership and drive less because the marginal costs of driving are more apparent.
