Aggregate is a term that numerous definitions, but as used herein, aggregate is sand, gravel, and crushed rock used in the construction of roads and buildings. Aggregate resources within Oregon also include recycled materials. This study also attempts to assess the number of acres of Prime or High Value Soils that have been taken out of farm production by currently operating aggregate mines located along the floodplain of the Willamette River Basin in Oregon. The importance of investigating the relationship of Prime or High Value Soils and aggregate resources is that both resources often times are collocated. The study includes general information regarding many regions of Oregon, but the analysis focuses on the Willamette River Basin because (1) the bulk of Prime or High Value Soils are located in this area, and (2) the readily available digital data needed to complete spatial analyses of sand and gravel mines and soils distribution using Geographic Information Systems (GIS) are limited to this area. This report will also show the need to shift gears and help the public recognize that human-caused wildfires are largely the result of landowner activities on their own lands. Additionally, we will describe the need for a formal training program – cooperatively financed and managed by federal, state, and private agencies – for fire prevention professionals who serve in pubic education and outreach roles. Finally this report will emphasize that while it is essential to increase public awareness of the wildfire problem through contacts at fairs, home shows, and other public events, it is through targeted public education that behaviors can best be modified or changed. About 50% of all pharmaceuticals have a natural component as an active ingredient, yet less than one percent of the world's species have been chemically analyzed and tested. Many invertebrates and plants contain undescribed and highly functional compounds. Limnanthes floccosa subsp. grandiflora, or wooly meadow-foam, a rare plant that grows in southwest Oregon, has been recently found to produce a hybrid with the more common member of the genus, Limnanthes alba. This hybrid grows well in the poorly drained soils of the Willamette Valley and produces a valuable oil used for soaps, plastic and rubber production. In addition, the new hybrid meadow-foam does not require the field burning necessary for other crops. This species, and many other Oregon natives, will be lost without intervention. The purpose of this publication is to provide land managers, owners and interested parties with a list of those species in Oregon which are in greatest jeopardy. In order to reduce long-term idling along the Oregon I-5 corridor, the US Environmental Agency entered into a collaborative research and implementation program with Oregon State University, the Oregon Climate Trust, and Shurepower (producers of truckstop electrification equipment) to install Shurepower stations at truck stops in Oregon. This research component • characterizes the existing capacity of the fleets and owner-operators who idle in Oregon to use the Shurepower technology and • describes the incentives and constraints for fleets and owner-operators to invest in technology that allows their drivers to use Shurepower technology. In-depth, face-to-face interviews were completed with owner-operator truck drivers at three truck stops in Oregon and phone interviews with equipment buyers at fleets with trucks driving in Oregon. Notes were taken during the interviews and analyzed to answer the research questions described above. In general, we found that all respondents were concerned about long-term idling for a variety of reasons including cost, driver health, noise, and pollution. The most widely used idle reduction technology currently in use by owner-operators are additional batteries and inverters that allow the use of on-board amenities including (among other things) microwaves, TVs, VCR-DVDs and computers. About 40% of the respondents were familiar with Idleaire technology; and while most respondents have heard of Shurepower, none have ever used it and only a few have even seen it. One fleet has equipped their trucks with Shurepower retrofits, the other fleets were experimenting with other idle reduction options including incentive programs, APUs, and automatic shut-off technology. Both fleet representatives and owner-operators perceive the largest drawback to the Shurepower technology is the small number of planned spaces at a few truck stops. They see this place-based technology as limiting to drivers who cannot find a technology equipped space, cannot reach an equipped truck stop due to rest regulations, and/or who are not driving regularly along the I-5 corridor. Once a truck is equipped with the enabling technology, however, Shurepower is perceived as an inexpensive, easy to use option for reducing idling. Efforts to preserve portions of the river have a controversial legacy that has left lingering suspicions of government involvement in any activity that includes private lands. Nonetheless, there are opportunities for willing landowners to work with governmental and non-governmental partners to design and implement voluntary restoration projects which can provide financial and land use benefits. The river’s floodplain can be an asset and a resource beyond its usefulness for agricultural production. This report is part technical guide, part story based on interviews we conducted with different interests. We have separated out the landowners’ viewpoints and experience to make clear the importance of understanding that critical central element in restoration planning. The Harkens Lake area of the Willamette River near Monroe, Oregon, is a priority conservation area detailed in the 2002 Willamette River Basin Planning Atlas: Trajectories of Environmental and Ecological Change. The Horning families who own property in the Harkens Lake area have teamed with several partners to design and implement a restoration project as a way to, in their words, bring what was once a living area back to life as a way to give back to the river. If the potential for restoration is to be realized, landowners and their partners need to be aware of the multiple associated challenges and ways to work through them. Restoration is still new to many landowners, and projects can become complicated fairly quickly. The concept of lead project partners as case managers for landowners is critical. This approach will help landowners define their needs and expectations, develop the level of trust essential to project success, and ensure that landowners are not overwhelmed with the complexity of financing, the demands of design and permitting, and the challenge of incorporating good science. Landowners also need to know that there is a broad range of restoration programs and tools available, along with associated funding. The sweep of these programs and tools can be confusing. Though the Harken’s Lake project has not yet required permits from regulatory agencies, many stakeholders interviewed for this report identified permitting as one of the most perennially vexing parts of project implementation. It typically requires cooperation among different agencies at different levels of government, and can take from three months to three years, requiring a great deal of patience on the part of landowners and matching perseverance on the part of project partners. Finally, as the Harkens Lake story illustrates, a vital concept that may help ensure successful processes is making certain project partners and landowners discuss critical timing issues, align process steps accordingly, and develop two-way assurances that serve as accountability measures and benchmarks for progress. Those involved with the Harkens Lake restoration project expressed clear hopes: that the project will be a model for more restoration on the mainstem of the Willamette, that restoration will provide good compensation to property owners so that restoration represents a practical addition to agricultural business portfolios, and that landowners will feel good about their legacy in its benefits to the health of the river.   Citation × Citation Citation Abstract Copy Title: Protection from fire program review: implementation plan Author: Oregon Department of Forestry, Institute for Natural Resources This document describes strategies and specific actions that will be undertaken to implement recommendations that emerged from a comprehensive review of the Oregon Department of Forestry (ODF) Protection from Fire Program. The fire funding/budgeting review was conducted by ODF in 2004 as directed by the 2003 Oregon Legislature. State Forester Marvin Brown expanded the review to include six topical workgroups involving a diverse group of stakeholders. Each workgroup met several times in 2004 and developed a report detailing their strategies and recommendations for revising, refining and updating program components. Recommendations from each report were collated into a master document, clarified and integrated by the Steering Committee, and further refined based on stakeholder input. ODF proposes to implement Fire Program Review recommendations using a two-pronged approach of rapidly implementing relatively straightforward action items while at the same time identifying and initiating the sustained efforts that will be needed to accomplish the more difficult and complex high priority tasks. Title: Protection from fire program review: implementation plan Author: Oregon Department of Forestry, Institute for Natural Resources This document describes strategies and specific actions that will be undertaken to implement recommendations that emerged from a comprehensive review of the Oregon Department of Forestry (ODF) Protection from Fire Program. The fire funding/budgeting review was conducted by ODF in 2004 as directed by the 2003 Oregon Legislature. State Forester Marvin Brown expanded the review to include six topical workgroups involving a diverse group of stakeholders. Each workgroup met several times in 2004 and developed a report detailing their strategies and recommendations for revising, refining and updating program components. Recommendations from each report were collated into a master document, clarified and integrated by the Steering Committee, and further refined based on stakeholder input. ODF proposes to implement Fire Program Review recommendations using a two-pronged approach of rapidly implementing relatively straightforward action items while at the same time identifying and initiating the sustained efforts that will be needed to accomplish the more difficult and complex high priority tasks. We quantify forest disturbance rates between 2000 and 2007 and forest cover type composition in 2007, as detected by Landsat Thematic Mapper satellite imagery, and relate these to possible influencing factors including landowner type, ownership stability, forest certification, and conservation easements. The cover type map was evaluated for agreement with US Forest Service Forest Inventory and Analysis ground plot data and the change map was evaluated using visual interpretation of random sample locations on multiple years of Landsat data and aerial photos. Between 2000 and 2007, 1.6 million ha of commercial forestland changed ownership. Investment landowner types, timber investment management organizations and real estate investment trusts, were found to have the highest disturbance rates, significantly higher than those for public and conservation forest landowner groups. Forestlands that changed owners had disturbance rates similar to those with stable landowners. Disturbance rates on certified and easement forestlands, compared with those on noncertified and noneasement land, indicated no significant differences at the statewide scale. Public and conservation forestlands were found to have a higher proportion of coniferous forest and a lower component of deciduous forest compared with privately owned forests in the state.
