Oregon partnered with the Institute for Natural Resources (INR) to conduct a series of workshops in rural communities across the state to identify and evaluate bio-product opportunities. The overarching goals of the project were to promote rural economic development by connecting rural communities with the technical and policy resources needed to assess and advance biobased energy and product development opportunities; and to inform the Oregon BEST research agenda related to biomass energy and biofuel products. This report focuses almost exclusively on the workshop component. Bioenergy projects are defined as projects that would produce biofuels (ethanol and biodiesel) and electric power from biomass or biogas. To gauge the potential of the bioenergy sector in Oregon and determine prominent regulatory and technology issues, the study included: 1. Telephone interviews with informed individuals to learn of Oregon projects, and 2. An electronic survey with a smaller group of individuals to identify permitting or regulatory barriers to siting biofuel projects in Oregon, and identify possible roles for a university–based research center to assist in promoting Oregon’s biofuel economy. This report serves as one component of the readiness survey. The report has three primary sections: • An overview of the current forest products industry in Oregon combined with estimates of regional biomass supply; • A review of literature related to use of woody biomass in Oregon for biofuels and bio-based products; and • Interviews with key stakeholders - private landowners and manufacturers that use wood products residues (including wood-based composites and pulp & paper). Information from the three sections is used to determine implications for research needs related to woody biomass utilization in Oregon. Findings of the report are intended to assist decision makers determine how best to focus efforts in this area.
