Policy fails to support innovative startup firms, instead favoring large established firms. Education fails to incubate innovative thought. Cultural and Political Aversion to Risk does not foster an innovative and entrepreneurial environment. Financial Practices are not unilateral and remain independently structured, nation by nation, but are centrally supported.
