Through the project, City staff and ALIGN planning identified shared Milwaukie community values and analyzed how those values interact with current Downtown plans, as well as current physical and economic conditions. This document provides recommendations that are accompanied by concrete strategies to support a vibrant Downtown Milwaukie in the short and long-term future. The recommendations are the project team’s interpretation of community desires, transformed into policy direction and planning strategies, which will inform Phase II of the City’s Commercial Core Enhancement Program (CCEP).
