Year: 2011 An investigation was conducted into current and emerging surface water sampling technologies. These technologies were compared and recommendations given to the United States Geological Survey (USGS) for adoption by the National Water Quality Assessment (NAWQA) Program. The goal is to reduce labor costs and increase information content. This paper examines lotic system samplers, portable autonomous whole-water samplers, and autonomous submergible whole-water samplers. When investigating whole-water sampling technology, it was imperative to take into consideration what chemical classifications can be sampled for by each respected technology. Chemical classifications considered are: emerging contaminants, major ions, nutrients, polychlorinated biphenyls, pesticides, volatile and semi-volatile organic compounds, and trace elements. The result of this project shows that USGS is currently using the best technology available for lotic systems. For portable autonomous whole-water samplers it is recommended that USGS incorporate certain brands and models to reduce cost and improve data collection for their sampling events. Autonomous submergible whole-water samplers are primarily advertised for oceanic research; however, if deployed in fresh water systems, USGS can reduce labor cost and increase data collection. In terms of emerging technology, it has been recommended to USGS to consider recent patents. This Watershed Assessment addresses the Phillips Creek Watershed located near Elgin, Oregon. Phillips Creek is a relatively small watershed (4th order HUC – Hydrologic Unit Classification) containing about 33 square miles or slightly over 24,000 acres. Phillips Creek empties into the Grande Ronde River in Elgin. It is an intermittent stream in some reaches, but water flows year around in other reaches. In this Assessment the main emphasis is on the nonfederal lands. The USDA Forest Service – Umatilla National Forest recently completed a watershed assessment on the National Forest area that includes Phillips, Cabin, Gordon and Dry Creeks. For more complete information on watershed condition on federal lands, please refer to the Umatilla National Forest’s Phillips-Gordon Ecosystem Analysis (PGEA). This assessment will describe the Phillips Creek watershed and help to identify the stream processes and features that are working well, and those that are not. Information that is already available from state and federal agencies as well as from private sources (including people that live in the area) will be used. Several public meetings were held to obtain information and insights from people that live in the area. The assessment will identify human’s positive and negative influences to the immediate stream environment. The assessment should provide enough information to develop project plans and monitoring plans that will help to protect and improve water quality and fish habitat in Phillips Creek and its tributaries. This assessment includes a description of Phillips Creek Watershed, historical conditions assessment, channel habitat type classification, hydrology and water use, riparian assessment, wetlands assessment, sediment sources assessment, channel modification assessment, water quality assessment, water rights assessment, fish and fish habitat assessment, upland conditions assessment – Forest, upland conditions assessment – Range, developed area assessment, noxious weeds assessment, and a watershed condition evaluation. Water governance has been identified as a crucial component to improving conditions and balancing supply and demand of water resources in the water-scarce Middle East North Africa (MENA) region. Finding a method for, and commencing the process of, evaluating water governance is thus imperative. This study analyzes the potential to assess national capacity for water governance through analysis of institutional legal and policy documents relevant to water resources, using Jordan as a case study. Usefulness and completeness of the methodology, as well as findings for Jordan are presented. Several elements of the analysis framework applied appear to be analyzable using this method; others may be ambiguous or require an alternate mode of assessment, such as government or citizen perceptions. Of the analyzable elements of water governance, Jordan demonstrates high capacity for organization in the water sector, water quality regulation, enforcement of water rights limits, infrastructure development and maintenance/operation, use of incentives and sanctions, and collecting and utilizing water data. There is also some evidence that Jordan is moving toward a more participatory and transparent governance process. Potential challenges exist for allocation, particularly where water rights trades are involved, as well as water service related responsibilities, such as enforcing standards and issuing concessions to private service providers.
